FERC Order No. 1000 opened the transmission industry to more competition. 

FERC’s Order No. 1000 reformed electric transmission planning and cost allocation requirements for public utility transmission providers. Importantly, FERC Order No. 1000 eliminated the federal right-of-first refusal (ROFR) and opened certain transmission projects to competition among qualified non-incumbent and incumbent providers.
