Terry Harvill

Terry Harvill joined LS Power in 2025 and serves as vice president of transmission regulatory.

Terry leads the company’s regulatory strategy and advocacy across federal, regional, and state jurisdictions. With more than 30 years of experience in the energy industry, Terry oversees engagement before FERC, various RTOs/ISOs, and state commissions, advancing LS Power’s leadership in competitive transmission development. His work focuses on aligning regulatory initiatives with corporate strategy, strengthening interregional connectivity, and supporting investment in grid reliability and innovation.

Before joining LS Power, Terry held senior executive roles at ITC Holdings, Constellation Energy, and DTE Energy, where he led teams responsible for market design, transmission development, and regulatory policy. Earlier in his career, he served as a commissioner on the Illinois Commerce Commission and as a senior advisor on energy and economic development issues in state government.

Terry holds a doctor of philosophy (Ph.D.) degree in economics from the University of Illinois at Chicago and has taught graduate and undergraduate economics courses. He also serves on the board of directors of the Detroit Zoological Society and the board of trustees of Madonna University.
